Read the billing group

Four groups have issue dates on the fifteenth: January/May/September, February/June/October, March/July/November or April/August/December. Your bill’s front shows the due date; an issue date is not automatically the payment deadline.

Water and sewer consumption charges differ from the flat service charge and annual stormwater charge. One water unit is 100 cubic feet, or 2,832 litres. The 2026 consumption rate is $5.49 per unit.

Pay and manage the account

Pay by banking, pre-authorized withdrawal, the online card service or in person. The online utility service accepts Visa, Mastercard and American Express. Automatic withdrawal takes the bill balance on its due date.

For mail in normal service, allow five business days and include the remittance slip. Use the non-cash Pandora entrance drop box after hours. Utility Billing is 250-361-0226 or utilities@victoria.ca for special reads, moves and account changes.

Owner responsibility and meter access

The owner remains responsible even if a tenant or manager receives bills. Unpaid former-owner utility charges remain attached to the property. A new tenant does not inherit earlier tenancy arrears, but those amounts remain the owner’s responsibility.

Keep at least three feet clear on each side of the meter box and four feet above. Clearing costs can be added to the account. At December 31, unpaid amounts billed before November move to tax arrears, with tax interest beginning January 1.
