Find the meeting and record

The meeting page offers upcoming agendas in PDF and HTML, with report links in HTML. Past meetings include video and agendas. A message saying no upcoming meetings can mean the next agenda is not available yet.

Meetings are livestreamed and archived. A closed portion temporarily interrupts the stream; refresh and restart after the open session resumes. Committee of the Whole normally starts at 9 a.m.; evening Council normally starts at 6:30 p.m., but the calendar can change.

Apply and meet the deadline

Submit the request form or a letter clearly stating the subject and action requested. The final deadline is Tuesday at 6:30 p.m. before the scheduled meeting.

To appear in the full main agenda package, submit by 4:30 p.m. Monday two weeks before the meeting. Later accepted requests appear in the amended agenda issued Thursday before the meeting. Lobby staff at City Hall can help with a paper form.

Speaking limits and excluded subjects

Each speaker or delegation has at most five minutes, even if covering several subjects. Fifteen requests are placed before the hearing section. Come forward when called.

Council cannot take a delegation on a bylaw or permit subject to a scheduled or completed hearing, on a hearing item on the same agenda, or promoting commercial goods/services. Use the proper hearing or service route for those topics.
