Key information
A Victoria licence can allow an overnight Level 1 charging cord across a city sidewalk. It costs $10 for the calendar year. Low-density, ground-access properties must meet slope, insurance and cable-cover conditions; apartments are excluded.

Eligible home and equipment
The property must be in a low-density residential area with direct ground access, such as a row house or single-family home, next to a city-owned sidewalk. Apartment buildings do not qualify.
The sidewalk slope must be 8% or less. Only Level 1 charging using a normal 120-volt outlet is allowed. A licence does not authorize a higher-power cable installation.

Insurance and accessible passage
Provide car insurance plus home or renter’s insurance. The program includes renters, but that does not remove the insurance and property requirements.
Run the cable perpendicular to the sidewalk and cover it with a yellow rubber cord cover that meets the agreement. The program was designed with accessibility input; follow the exact cover conditions rather than choosing an improvised substitute.

Overnight hours and parking limits
Charging is allowed from 8 p.m. to 8 a.m. Remove cords and covers outside that window. Crossing the sidewalk without a licence is a bylaw violation.
Apply through MyCity. The $10 licence ends December 31 of the current year and requires annual reapplication. Ordinary parking-zone rules still apply, and the licence does not reserve or guarantee the space beside the home.
